<<Hand counting might create issues. I always wondering this stuff untill I was a vote Scrutineer last election. When the votes are hand counted. Each party is allowed a Scrutineer there watching each box at each polling box. And the Scrutineer from each party HAS to sign off and agree to the count that is getting submitted. Scrutineer gets to tell them to recount the box if they dislike it. They aren’t allowed to touch the votes but they can ask for a recount. Each party is allowed one Scrutineer per box not location.>>
